ь Due to unstable situation in the Kyrgyz Republic and for the purpose of control over funds circulation and preservation of assets on behalf of depositors and other bank’s creditors, considering significance and inter-connection of the system as well as the facts of robbery and threats of robbery, on the basis of the Article 32 of the Kyrgyz Republic Law “On the National Bank of the Kyrgyz Republic” and Article 45 of the Kyrgyz Republic Law “On banks and banking activity”, the Management Board of the National Bank of the Kyrgyz Republic decrees:
1. To introduce temporary administration for bank’s management from 8 A.M., April 8, 2010 in the following banks:
· OJSC “AsiaUniversalBank”.
· OJSC IB “Issyk-Kul”.
· OJSC “KyrgyzCreditBank”.
· CJSC “Manas Bank”.
· OJSC IACB “Akyl».
2. To terminate authorities of the Boards of Directors and Management Boards of the above mentioned banks from 8 A.M., April 8, 2010.
3. To establish that from the moment of temporary administration introduction in the above mentioned banks, this administration is assigned with the authorities of Boards of Directors and Management Boards.
4. To terminate all transactions in foreign currency until special decree for the correspondent accounts as well as all transactions with insiders and affiliated entities and companies.
5. All payments, except for remittance of funds toward the national budget and Social Fund of the Kyrgyz Republic, shall be performed in the above-mentioned banks through the gross payment system.
ь National Bank of the Kyrgyz Republic informs that as of April 10, 2010, accounts of the Kyrgyz Republic Government in the National Bank of the Kyrgyz Republic include monetary assets for the overall sum of 3.5 billion soms, among them 2.1 billion soms, 27 million US dollars and 2 million Euro. Moreover on the accounts of the Development Fund, opened in the National Bank of the Kyrgyz Republic, there are monetary assets in the amount of 8.5 billion soms, including 1 billion soms and 168 million US dollars. Within the period from April 7 – April 10, only transactions on remittance of funds were performed; transactions on withdrawal of money were not performed during this period. Thus, the National Bank of the Kyrgyz Republic provides total safety of the Government’s and Development Fund’s monetary assets, allocated in the National Bank of the Kyrgyz Republic. International reserves of the National Bank of the Kyrgyz Republic are secured and managed in the regular regime in accordance with the regulatory and normative acts of the National Bank of the Kyrgyz Republic.
ь National Bank of the Kyrgyz Republic informs about current financial state of banks, where the regime of temporary administration was introduced. Employees of the National Bank of the Kyrgyz Republic performed inventory of assets and evaluation of the current financial state of banks. At present, activities on maintenance and preservation of funds in these banks are performed. In accordance with the preliminary information, available and received by temporary administration on the basis of banking reports, financial state of these banks as of April 11, 2010, is as follows:
OJSC “AsiaUniversalBank”
– Assets – 13.6 billion soms; including cash liquidity – 4 billion soms.
– Bank liabilities – 10.6 billion soms.
– Bank stock – 2.9 billion soms.
– Deposits of physical entities – 1.9 billion soms
OJSC IB “Issyk-Kul”
– Assets – 1.2 billion soms; including cash liquidity – 201 million soms.
– Bank liabilities – 836 million soms.
– Bank stock – 345 million soms.
– Deposits of physical entities – 216 million soms
OJSC “KyrgyzCreditBank”
– Assets – 1.3 billion soms; including cash liquidity – 647.3 million soms.
– Bank liabilities – 842.6 million soms.

– Assets – 2.7 billion soms; including cash liquidity – 498 million soms.

National Bank of the Kyrgyz Republic asks all depositors and clients of the above mentioned banks not to get into panic and stay calm. Banking system is stable. Liquidity rate is sufficient. National Bank of the Kyrgyz Republic performs all necessary measures to protect depositors.
