ь National Bank of the Kyrgyz Republic informs that on December 28, 2009, the Committee of the Monetary-and-Credit Regulation of the National Bank of the Kyrgyz Republic determined the basic rate for crediting by the LLC “Specialized Fund of Banks Refinancing” (Spetzializirovannyi Fond Refinansirovaniya Bankov) for January 2010 at the level of 8.0 percent.  

ь The National Bank of the Kyrgyz Republic informs micro-financing companies, Association of micro-financing organizations that the draft Provision “On obligatory requirements for micro-financing companies, performing acceptance of deposits” is placed for consideration at the official web-site of the National Bank of the Kyrgyz Republic in the section Normative Acts/Projects for discussion. Department of supervision over non-banking institutions asks to provide comments and proposals on this draft to the following address until February 1, 2010: nasanalieva@nbkr.kg. 

ь The National Bank of the Kyrgyz Republic informs that in accordance with the Kyrgyz Republic Law “On introduction of changes and amendments to the Kyrgyz Republic Law on Licensing”, adopted on July 31, 2007, activity of pawn offices is not licensed. This Law came into effect from the date of its official publication (Newspaper Erkin Too No.78, dated September 8, 2009). 

It should be noted that pawn offices have no right to use number of the licenses, earlier issued by the National Bank of the Kyrgyz Republic, in advertisement sheets, prospects and announcements. 

For the purpose of the Law execution, the pawn offices licenses were cancelled and returned to the National Bank of the Kyrgyz Republic.

News of non-banking financial and credit institutions 

The National Bank of the Kyrgyz Republic issued licenses/certificates to the following non-banking financial institutions and exchange offices: 

Public Fund MCA “Alliance Capital” (certificate on accounting registration No. 187 dated January 13, 2010 for micro-crediting of legal entities and individuals). Legal address: 4, Suyunbaeva Str., Osh, Osh oblast;  

The National Bank of the Kyrgyz Republic revoked certificates/licenses from the following non-financing credit institutions: 

Certificate No.134 of the LLC MCC “Jaskom” for micro-crediting of legal entities and individuals, dated May 22, 2008, has been cancelled from January 15, 2010 on the basis of application of the Director of the LLC MCC “Jaskom”, dated January 14, 2010, and minutes of the general meeting of participants on liquidation, dated December 29, 2009.
